The Federal Trade Commission (FTC) recently filed a complaint against H&R Block, accusing them of making it unnecessarily complex for taxpayers to choose more affordable tax-preparation plans. The allegations also suggest that H&R Block misled customers regarding the types of taxes that could be filed for free.
Pressure to Pay More
According to the FTC, H&R Block's online filing process used tactics that coerced users into opting for pricier options. If customers wished to pay less, they were allegedly forced to restart their return from scratch.
The accusations of deceptive pricing strategies bear resemblance to previous claims made by the FTC against Intuit, the developer of TurboTax. Both H&R Block and Intuit have expressed disagreement with the allegations put forth by the FTC.
Difficulty in Downgrading Plans
The administrative complaint by the FTC asserts that H&R Block imposed obstacles for customers looking to switch to lower-cost plans. Allegedly, individuals seeking a more affordable option had to directly contact customer service. Moreover, if someone downgraded their plan, H&R Block purportedly erased all tax-return data that had already been input.
Dara Redler, H&R Block's chief legal officer, defended the company by stating, "H&R Block allows consumers to downgrade to a less-expensive DIY product via multiple mechanisms while ensuring the preparation of accurate tax returns."

Apart from commercial providers, the IRS is introducing its no-cost Direct File platform on a test basis. Although the platform has limitations in terms of supported tax scenarios, it is progressively being introduced in 12 states.
IRS's Move Towards Wider Availability
The IRS recently announced brief periods during which eligible individuals in certain states can begin filing their taxes using the Direct File platform. The platform's wider availability is anticipated by mid-March.
